Fel y gwyddoch o bosibl, mae’r Cynllun Datblygu Lleol (CDLl) yn destun archwiliad annibynnol, gyda’r bwriad o’i fabwysiadu erbyn diwedd 2026.  Fel rhan weithrediad, mae cyfres o Ganllawiau Cynllunio Atodol (CCA) wedi’u paratoi i gefnogi’r gwaith o ddehongli polisïau penodol, gan sicrhau eu bod yn cael eu cymhwyso’n fwy effeithiol.

Consultation of Draft Supplementary Planning Guidance

As you may be aware, Carmarthenshire County Council’s Revised LDP 2018-2033 is subject to an independent examination, with an anticipated adoption by the end of 2026. As part of its implementation, a series of Supplementary Planning Guidance (SPG) has been prepared to support the interpretation of particular policies, ensuring they are applied more effectively.

Having received approval for public consultation, I am pleased to inform you that the following Draft SPG are subject to consultation in respect of the Revised LDP:

  • Affordable Housing
  • Planning Obligations

The consultation runs from 9am Wednesday 17th June 2026 until 4:30pm Friday 31st July 2026. Your views can be made online via the Council’s ‘Have your say’ page. Representations by email or post are also welcome. Copies of the documents are available to view electronically on our website and at public libraries, or in person at our Hwb Centres during normal opening hours.

Building Better Culture: Have your say

An ambitious new partnership between Powys, Carmarthenshire, Ceredigion and Pembrokeshire councils is inviting the public to help shape a shared cultural vision for the region.

Led by Powys County Council, the Mid and West Wales Strategic Culture Partnership brings the four authorities together for the first time to develop a long-term plan for culture across Mid and West Wales.

The project is built on the Welsh Government Priorities for Culture, published in May 2025, which highlighted the importance of culture in bringing communities together, celebrating Wales as a nation of culture and creating new opportunities. 

At the heart of the project is a commitment to listening. Residents, communities, creatives and organisations are being encouraged to share their views to ensure the vision reflects the needs and aspirations of local people across one of Wales’ most diverse and rural regions.

Carmarthenshire: Carmarthenshire County Council’s Cabinet Member for Regeneration, Leisure, Culture and Tourism, Cllr. Hazel Evans, said: “This partnership is an exciting opportunity to work together across Mid and West Wales to build a shared vision that reflects the rich culture we share. I would encourage residents, community groups and creatives to take part in the consultation and help shape the future of culture in our region.”

Ceredigion: Councillor Catrin M S Davies, Ceredigion County Council Cabinet Member responsible for Culture, said: “Our culture belongs to us, helps to define us, and is an integral part of our communities – locally, regionally, nationally and internationally. Cultural involvement can deepen enjoyment of life – whether it’s attending tea in the local hall, visiting an international art gallery, enjoying a show in the theatre or picking up a book in the library. The arts, our literature, our heritage and our languages, our cultural engagement with each other – all enrich our lives. This is a great opportunity for the people of Ceredigion and beyond to have their say on culture in the future. We want to hear as many voices as possible.”

Pembrokeshire: Cllr Rhys Sinnett, Pembrokeshire Cabinet Member for Resident Services said: “Mid and West Wales is bursting with creativity, heritage and community spirit, and this exciting partnership is a fantastic opportunity to celebrate and build on that together. By working across four counties, we can be more ambitious, more innovative and create a cultural vision that truly showcases everything our region has to offer.

“We want to hear from as many people as possible – residents, community groups, artists and organisations – so that together we can build a cultural future that is inclusive, ambitious and rooted in what matters most to our communities. So please attend one of our sessions in Pembrokeshire or share your views via the online questionnaire.”

Powys: Cllr Raiff Devlin, Powys Cabinet Member for Customers, Digital and Community Services, said: “Culture plays an important role in the life of our communities, helping to strengthen local identity, support wellbeing and create opportunities. This is a real opportunity for people across Powys to help shape the future of culture across Mid and West Wales, so I’d strongly encourage everyone to take a few moments to share their views.”

A regional Cultural Vision and four local Cultural Priority Plans are due to be completed by October 2026, supporting long-term collaboration and investment in culture across the region over the next five years.

Residents are being invited to share their views on what culture means to them as part of a series of drop-in and online workshop sessions this June.

Delivered through the Cwlwm project (Golwg Creadigol), the sessions will bring people together to explore different interpretations of culture, from arts and theatre to local heritage, libraries and community events, to help shape a new vision for culture across mid and west Wales. All sessions are open to everyone, with Welsh and English language options available, at the following times and locations:

Cynllun Gwasanaethau Clinigol – Gwasanaethau Strôc – Ymgynghoriad Cam 2

Mae Bwrdd Iechyd Prifysgol Hywel Dda yn lansio ail gam ymgynghoriad cyhoeddus ar ddyfodol gwasanaethau strôc yn ei gyfarfod ar 28 Mai 2026.

Mae hyn yn dilyn cam cyntaf ymgynghoriad y Cynllun Gwasanaethau Clinigol a’r penderfyniadau a wnaed yng Nghyfarfod Eithriadol y Bwrdd Iechyd ym mis Chwefror 2026. Yn y cyfarfod hwnnw, cytunodd y Bwrdd ar fodelau gwasanaeth i’r dyfodol ar gyfer wyth o’r naw gwasanaeth sydd wedi’u cynnwys yn y Cynllun Gwasanaethau Clinigol. Ni wnaed unrhyw benderfyniad ynglŷn â dyfodol gwasanaethau strôc ar draws ardal y Bwrdd Iechyd.

Mae gwasanaethau strôc yn fregus ac ar hyn o bryd nid ydynt yn bodloni safonau clinigol. Mae’r gwasanaeth wedi’i wasgaru ar draws pedwar safle ysbyty, ac nid oes gan y Bwrdd Iechyd staffio arbenigol saith diwrnod yr wythnos. Gall hyn arwain at ganlyniadau cleifion nad ydynt mor dda ag y gallent fod.

Ar gyfer gwasanaethau strôc, ystyriodd y Bwrdd yr opsiynau yr oedd wedi ymgynghori arnynt a dau syniad amgen newydd a gyflwynwyd yn ystod yr ymgynghoriad. Yn ystod y drafodaeth teimlwyd nad oedd unrhyw un o’r opsiynau neu’r syniadau a gyflwynwyd yn mynd i’r afael â’r holl faterion yn unigol, Mae opsiwn a ffefrir wedi’i ddatblygu trwy ddwyn ynghyd dau syniad amgen a gynigiwyd gan ein cymunedau:

  • uned strôc acíwt ac adsefydlu 24 awr yn Ysbyty Glangwili
  • uned adsefydlu strôc yn Ysbyty Bronglais, a
  • gwasanaeth trin a throsglwyddo ar gyfer strôc yn ysbytai Bronglais, Tywysog Philip a Llwynhelyg. Ar ôl triniaeth gychwynnol, byddai cleifion yn cael eu trosglwyddo oddi yma i Ysbyty Glangwili neu’n uniongyrchol i Ganolfan Thrombectomi (yng Nghaerdydd neu Fryste, fel sy’n digwydd ar hyn o bryd) os mai hon yw’r driniaeth fwyaf priodol.

Mae ail gam yr ymgynghoriad yn gofyn i bobl a ydynt yn cefnogi’r opsiwn a ffefrir a pham. Os nad ydynt yn cefnogi’r opsiwn a ffefrir, mae’n gofyn barn ar opsiynau a ystyriwyd yn flaenorol. Bydd yn gofyn hefyd i bobl rannu unrhyw beth arall maen nhw’n meddwl y dylid ei ystyried i wella gwasanaethau yn y dyfodol, gan gynnwys unrhyw effeithiau ar gydraddoldeb ac ar y Gymraeg.

Bydd ail gam yr ymgynghoriad yn rhedeg tan 26 Gorffennaf 2026. Mae’n agored i bawb gan gynnwys cleifion a gofalwyr, staff a gwirfoddolwyr, sefydliadau partner, a phobl sy’n byw mewn ardaloedd byrddau iechyd cyfagos. Yna bydd y Bwrdd yn ystyried yr holl dystiolaeth yn ofalus, a phopeth y mae wedi’i glywed yn ystod dau gam yr ymgynghoriad Cynllun Gwasanaethau Clinigol cyn gwneud penderfyniad yn ddiweddarach eleni.

Clinical Services Plan – Stroke Services – Phase 2 Consultation

Hywel Dda University Health Board launched a second phase of public consultation on the future of stroke services at its meeting on 28 May 2026.

This follows the first phase of the Clinical Services Plan consultation and decisions made at the Health Board’s Extraordinary Board meeting in February 2026. At that meeting, the Board agreed future service models for eight of the nine services included in the Clinical Services Plan. No decision was made regarding the future of stroke services across the Health Board area.

Stroke services are fragile and currently do not meet clinical standards. The service is currently spread across four hospital sites, and the Health Board does not have specialist cover seven days a week. This can lead to patient outcomes that are not as good as they could be.

For stroke services, the Board considered the options that it had consulted on, and two new alternative ideas that were put forward during the consultation). During the discussion it was felt that none of the options or ideas presented addressed all the issues individually. A preferred option has been developed by bringing together two alternative ideas proposed by our communities:

  • a 24-hour acute stroke and rehabilitation unit at Glangwili Hospital
  • a stroke rehabilitation unit at Bronglais Hospital, and
  • treat and transfer for stroke provided from Bronglais, Prince Philip and Withybush hospitals. Following initial treatment patients would be transferred from here to Glangwili Hospital or directly to a Thrombectomy Centre (in Cardiff or Bristol, as is currently the case) if this is the most appropriate treatment.

The second phase of consultation asks people whether they support the preferred option and why. If people do not support the preferred option, it asks for views on previously considered options.  People will also be asked to share anything else they think should be considered to improve services in the future, including any equality and Welsh language impacts.

The second phase of consultation will run until 26 July 2026. The consultation is open to everyone including patients and carers, staff and volunteers, partner organisations, and people living in neighbouring health board areas. The Board will then consider all the evidence, and everything it has heard during both phases of the Clinical Services Plan consultation before a decision is made later this year.

Dweud eich dweud ar wasanaethau fferyllol y dyfodol

Mae pobl ar draws Sir Gaerfyrddin, Ceredigion a Sir Benfro yn cael eu gwahodd i rannu eu barn ar wasanaethau fferyllol gymunedol i helpu i lunio sut maent yn cael eu darparu yn y dyfodol.

Ers Hydref 2021, mae’n ofynnol i Lywodraeth Cymru gyhoeddi Asesiad Anghenion Fferyllol (PNA). Mae’r asesiad hwn yn esbonio pa wasanaethau fferyllol sydd eisoes wedi, unrhyw un sydd ar goll, a pha wasanaethau y gallai fod eu hangen yn y dyfodol i ddiwallu anghenion cymunedau lleol.

Rhaid diweddaru’r asesiad bob pum mlynedd ac mae’n helpu i lywio penderfyniadau ynghylch sut mae gwasanaethau yn cael eu datblygu a’u gwella.

Mae Bwrdd Iechyd Prifysgol Hywel Dda wedi paratoi PNA drafft wedi’i ddiweddaru. Mae’r drafft hwn yn cael ei gefnogi gan ymgysylltiad diweddar â chontractwyr fferylliaeth cymunedol ac aelodau o’r cyhoedd a gynhaliwyd ym mis Chwefror eleni. Mae’r bwrdd iechyd bellach yn gwahodd adborth ar y drafft.

Have your say on future pharmacy services

People across Carmarthenshire, Ceredigion and Pembrokeshire are being invited to share their views on community pharmacy services to help shape how they are delivered in the future.

Since October 2021, health boards in Wales have been required by Welsh Government publish a Pharmaceutical Needs Assessment (PNA). This assessment explains which services pharmacies already have, any that are missing, and what services may be needed in the future to meet the needs of local communities.

The assessment must be updated every five years and helps inform decisions about how services are developed and improved.

Hywel Dda University Health Board has prepared an updated draft of its PNA. This draft is supported by recent engagement with community pharmacy contractors and members of the public that took place in February this year. The health board is now inviting feedback on the draft.

The survey opens on 18 May and closes on 17 July 2026. You can get involved by:
